Tugay is a Turkish word, which means forest and forest cover. Tugay forests are located in the Middle Asia, Transcaucasia and Central Asia along the banks of rivers mainly in the dry (desert and semi-desert) regions.In Azerbaijan these forests are basically located in the Kur-Araz Plains (including the tributaries of the rivers). On 19 November, 2003, in Baku Exxon Azerbaijan Operating Company LLC an ExxonMobil subsidiary held Post Well Environmental Monitoring Workshop (Oguz and Nakhchivan contract areas). Representatives of scientific community, governmental bodies and NGO`s attended the seminar. Presentations were made by D.Goodbread, Rassel Tait and C.Maxon. The speakers gave detailed information about the works done on Oguz and Nakhchivan structures. The Tehran Convention –the Framework Convention on the Caspian Sea environment protection was signed after 8 years discussion, during the meeting held on 3-4 November 2003 in Tehran. Seventieth birthday of the distinguished scientist, pedagogue, organizer of science and education, member of National Academy of Sciences of Azerbaijan and International Ecoenergy Academy, doctor of physico-mathematical sciences, professor Arif Mirjalal oglu Pashayev.Pashayev was burn on 15th of February 1934 in Baku. After graduating from the secondary school ¹164 in 1951 he was sent to Odessa Electrotechnical Institute of Communication among the gifted fellows. A. Pashayev began his scientific activity in 1959 in the Institute of Physics of Academy of Sciences of Azerbaijan Republic, where during 25 years leaded the laboratory “Physical methods of non-destructive measuring and control”. Soil cover degradation is a global international problem. If soil degradation won`t be prevented in time, so in the 21st century the sharp increase of its influence is expected. This most serious ecological problem facing humankind is actual for Azerbaijan, too.
The generalization of the international experiment (A. Ruellan, M. Dakko, P. Lakhmar, 2000; A. Zimovetz, 1998; Mirukhlava, 2001; N. Chernyavskaya etc. 1997) and works of the Institute of Soil science and agrochemistry of NAS of Azerbaijan (M. Babayev, 2000, 2001; M. Babayev, V. Gasanov and etc., 2002) recommends to conduct a study of a soil cover degradation in the following consequences:
- The revelation of the factors causing soil degradation
- The revelation of the degree of the soil cover degradation
- The composition of the map of the soil cover degradation
- The offer of recommendations on prophylactic and the removal of soil degradetion consequence
