THE
FIRST PRESIDENT OF THE INTERNATIONAL ECOENERGY ACADEMY
Fegan
Ganbar oglu Aliyev
- doctor of technical sciences, professor of Azerbaijan Civil Engineering
University, founder and president of the first non-governmental association
in the Republic- Scientific-Manufacturing Association "Gunesh" (1990),
founder and president of the International Ecoenergy Academy (1994).
He had a secondary
education, graduated from the Faculty of Hydrotechnical Facilities of
the Baku Polytechnic, then graduated from the Civil-Engineering Faculty
of the Azerbaijan Polytechnic Institute. He was a post-graduate student
of the All-Union Scientific-Research Institute of Construction Physics
in Moscow. He defended his master's and doctor's theses dedicated to
the problems of modern town-planning, optimisation and control of engineering
facilities using automation and application software accounting for
climatic factors and local terrain, in the Moscow Institute of Construction
Physics. In 1981 F. Aliyev graduated USSR Academy of National Economy
with honors degree on the work "Optimisation of energy saving in a large
Sport Complex in Baku city through automated management and controlling
using computer systems".

G. Aliyev
is a well-known scientist who has contributed his original ideas to
the science of construction. He is academician of Russian Academy of
Architecture and Construction Sciences.
He developed
a scientific basis of an automated system for controlling the microclimate
in large building complexes and the largest in the Caucasus and Middle
Asia building (in Baku) having diameter 120 meters and accommodating
two ice-skating rinks is equipped with such system. This design was
adopted for implementation in Finland and Egypt.

Aliyev
is an author of theoretic principles of solar collectors, thermal pumps
and convection heat-exchangers adapted to the local conditions, and
these principles were realised in practice. His recommendations as to
the usage of the solar energy have been diligently used for preparation
of the master plan for the Republic residential, recreational and sport
complexes. Among them are Sport Palace in Baku, Indoors Track and Field
Arena, Cycle Track, swimming pools, tennis courts, stadiums, Medical
Rehabilitation Centre, firing range.

G. Aliyev
participated in research and experimental work associated with the residential
and recreation complex on the Absheron Peninsula.
The results of
his works were presented on the International Congresses, symposiums
and conferences. He was an organiser and chairman of all five International
Forums "Energy, Ecology, Economy". He is a writer and editor-in-chief
of the ten-volume proceedings of these International Forums. He is also
an editor-in-chief and founder of popular-science journal "Energy, Ecology,
Economy" and "Respublikachy" newspaper. F. Aliyev was a project manager
and one of the authors of the following projects: "Basic Concepts of
Programme of Energy Development in Azerbaijan up to 2010", "Testing
Construction Materials for Radioactivity" and one of the authors of
the law "On Protection of Foreign Investments in Azerbaijan". He is
one of the founders of the Caspian Environmental Laboratory and the
founder of the Republic Radon Centre.
